The Responding to the Charge presentation walks the audience through the process if an employer receives a charge of employment discrimination. That process can include mediation, to resolve the matter more quickly, or an investigation where an employer provides a written response, or position statement, to the charge allegations. The presentation will explain what employers should know in order to provide an effective position statement to the EEOC.

Dr. Phillip Hoefs is the Deputy Director of the Equal Employment Opportunity Commission’s Washington Field Office, a position he has held since 2022.  He is responsible for the Washington Field Office’s intake, enforcement, and systemic investigation programs. He joined the agency in 2015 as an Investigator in the Baltimore Field Office.  In 2020, he was promoted to the Intake Supervisor of the Baltimore Field Office.  During his EEOC career Dr. Hoefs investigated a wide variety of employment discrimination cases.  Before joining the EEOC Dr. Hoefs worked with the Department of Justice and in higher education.

Samuel Mancilla
 
serves as the Supervisory ADR Coordinator at the Equal Employment Opportunity Commission (EEOC), Washington Field Office, responsible for overseeing all aspects of the mediation program. Prior to returning to the EEOC, he served as the National ADR Program Manager at the Federal Aviation Administration (FAA). Mr. Mancilla is an experienced and dedicated advocate with a strong foundation in the theory and practice of mediation. Mr. Mancilla holds a graduate degree in Dispute Resolution from Pepperdine University, Caruso School of Law and in Legal Studies (Employment Law) from Catholic University of America, Columbus School of Law.
